Expand Node Operation to Everyone but Require Sponsorship from a Licensed Capital Markets Intermediary.

It's great that permissioned node operators are one of the aspects that makes Polymesh different from general-purpose block chains however this will greatly centralize authoring node operations leading to fewer points of failure and too much power vested in a few hands. So I propose that node operation be expanded to the wider community with some safe guards that would include but not be limited to the following:

1. Sponsorship by one or more licenced capital markets intermediaries.

2. A bigger bond perhaps twice than that required for authoring node operators that are permissioned capital market participants .

3. Geographical boundaries and stipulations. 

4. Other existing restrictions and anymore that the GC deems needful to establish a higher bar.
